ILR and HOELT: the 2027 changes explained

Indefinite Leave to Remain (ILR) is one of the most important immigration milestones for people living and working in the UK. It gives you the right to live in the UK permanently - and English language evidence is a key requirement.

From March 2027, all ILR applicants will need to demonstrate their English language ability using the HOELT (Home Office English Language Test) - the new government-standardised test that replaces all existing SELTs.

What is HOELT?

HOELT is the UK's new single English language test for visa and immigration purposes. It launches in December 2026 and replaces Trinity ISE II, LanguageCert B2, IELTS Life Skills, Skills for English, and all other currently approved SELTs.

Do all ILR applicants need HOELT?

Most ILR applicants who are required to prove English language ability will need HOELT from March 2027. This includes applicants on:

  • Skilled Worker route - 5-year ILR pathway
  • Scale-Up route
  • Health and Care visa route
  • High Potential Individual route

Some ILR applicants are exempt from English language requirements (for example, those aged 65 or over, or those with certain disabilities). Check the Home Office guidance for your specific route.
